Java isnīt the problem here. limewire wouldnīt start without it.

How should they do this? The only way to stop you from downloading Limewire is to block the port 80 which your brower is using... this wouldnīt make really sense because you wouldnīt be able to surf.
Ask your admi if they are blocking file sharing I bet they do. Your university pays as all others schools per traffic and sharing applications cause much traffic.
Did you install SP2? this could also be a problem.
