That's pretty much what resume or force resume does. But if you do it with too many files, it 'might' affect your connection quality. With each file sending out searches # amount of mins, it congests your upld bandwidth as congests the entie gnutella network. This was in LW as a major feature in earlier versions. It was taken out to be moe network friendly. Businesses wouldn't be too impressed if their own networks were greatly affected by p2p use.
As far as playing video goes. If you launch a video from LW, your default video player should open to play it. The important thing is to have a player that can play most/all formats you'll be dwnlding (
VLC (free) is a reasonable one) or get a hold of all necessary video codecs to play those files. eg:
