I presume you set up port forward for your device like the link I gave you right? You need to do that for your specific device otherwise people are going to continue having difficulty connecting to you. Do this
Incoming Test again (click on link.) So if it's still false. You haven't set up properly. Check your settings as prescribed. Use this link for specific instructions for your D-Link DI 604 model:
