That in itself could be the issue! Many uni's block p2p use nowadays because it uses up too much bandwidth & dwnld quantity which they pay big dollars for. Contact the tech dept there to find out if they deliberately block p2p use. The only other advice I can offer at this time is to force IP: See force IP instructions for LW If this doesn't work yo can try different port no.'s Perhaps there's one/2 they haven't completely blocked.
