Your modem is a USB/ethernet but do you use it with USB? The reason I'm asking is b/c there's 2 potential problems using USB modems. 1. Some draw power from the computer itself. 2. Some draw processing power from the computer, thus slowing it down.
Have a look at the very last review here about speed problems with surfboard 5100 at Comcast (you're not the 1st with speed problems) apparently speeds have been capped to 1/3:

There's also others elsewhere here (more sifting) So the problem is not LW but it looks like Comcast! Oh that reminds me somebody else was complaining about Comcast elsewhere on the forum & I saw an article a week/2 ago somewhere on the net. There might even be a link on the forum by Stief if I remember correctly. I think it was Comcast.
