If you did the aforementioned using limewire without changing your configuration then it helps by telling me that the problem is not with limewire. However, if you performed the tests outside of limewire then it doesn't help to solve the problem.

Here's what I suspect based on what you've said before.

I think the problem is limited to something that has been discussed several times in this thread alone. That is, you cannot download faster than the person can send the data. Therefore if a person is connected using a modem and you have a T1 your downloads will be limited to that of the modem. Alternatively, if a person with a modem is attempting to download from you they will only be able to pull the data at a rate of 56Kb or less. Because limewire shows the speeds in bytes it will be 7KB or less.

Finally, if you are using a school network are you 100% sure they are not doing traffic-management?
