Nope and nope.
VLC doesn't support burning features like WMP and Real do (all the better if you ask me. The reason why WMP and Real are such high-risk players is because their respective developers tried to put too many functions in their products).
However, you can (and you should) get a Burning application.
Nero is kind of the standard burning application destined for MS Windows. I don't think that they give away free copies of it (maybe you can find a demo somewhere but I don't really think so) so you're gonna haveta buy it or find another burning software that is good enough and is free.
