lynne419 you pay for a service, & I'd complain that I was not receiving the service I was paying for. Anywhere in the company's fine print do they say they will block p2p use for any reason or any situations where they may limit services due to congestion? If not, then they have brought in limitations of their service without your knowledge or approval (& arguably a breach of their service contract with you.) You could suggest in one breath the possibility of changing providers, unless a solution could be found. But do it gently! Negotiate the matter.
