Delete this incomplete record and you will be able to start xolox again:

Most of your unfinished downloads will be lost since your resumeinfo.txt was not completely saved. (xolox probably crashed while saving it)
If you still have problems starting xolox you can delete resumeinfo.txt (then you will lose all unfinished downloads)

I hope the developers will add some protection agains corruption of the resumeinfo.txt file.
Maybe:
Save the new resume info file as resumeinfo.new
Delete the old resumeinfo.txt
Rename resumeinfo.new to resumeinfo.txt
