Not within LW itself. There are means but I'm not in the know.
I'm aware of a utility which can record LW's actions & history & block it. But totally blocking the app is probably not what you want.
I'm not sure whether only having the application in the admin account will work. Locking the user preferences folder of this person will probably work. Then changes couldn't be made to the preferences without the password. But since I'm not a windows user per se I'm not sure how to do that on a windows machine.
