That's a question for the authorities where the scam sites are located but I think, and this is my personal opinion, that it will be difficult to prove that they are doing anything illegal.

They could claim that they are facilitating access to this free software or some such legal nonsense.

Either way, you have learned that all is not what it seems on the internet and that you should always do a bit of research before parting with any money.
