No the 1st 2 apply to any version of LW! including preferences. But what I do notice is Tiscali as your provider. I've read reports of them deliberately slowing p2p users. They are probably filtering you. A no. of people with similar problem have posted on the forum. It's also listed here: ISP's known to BLOCK or Filter p2p or specifically Limewire
If possible change isp providers. I'm not sure how they filter, I think they use special softw that detects p2p programs if I recall. You might try a different port but chances are that might not have any effect. You could also try connecting via proxy. I would put 95% chance that Tiscali are filtering you.
