I think better than that is a pause button on uploads. There is a LW (Jum) build by a LW contributor who has such a function on his version. This allows you to control uploads as it suits you. Only concern is if it was abused by the user such as having someone paused for a whole day or night or something. lol But temporary pausing of uplds has its merits. Some people might argue however that it's bad p2p sharing etiquette to pause people's uplds.
