You should definetly have the rights to a stable internet connection. If they want to control what you can or cannot do on the internet then you shouldn't be paying for it. It would be like buying a car from a dealership then having the salesman say to you 'You can only drive your car for a maximum of three miles a week'. If you paid for it, you should be able to do whatever you wish with it.
But that's just my opinion.
