You should have the right to use The P2P networks, but I think the University Is Blocking the networks to protect itself from People using the bandwith to download loads of files, also from possible Legal Action (Not sure on that but it could be a reason)

Another reason they could be doing it is to stop viruses getting on the network (Don't Know Enough about your network to say)
