Do this test: Bug Report instructions & sample image Is the result True/False? If false then my suspicions are probably correct. False means there's something partially blocking incoming. D-Link use NAT firewalls.
The steps are: 1. Set up a Static ip (must do this correctly otherwise the entire process won't work.) to create a static ip for OSX see either or both http://www.sonic.net/support/ss/mac/osx_staticip/ & the link in point 3 which has instructions on page 2 I think. 2. Forward (open) a port such as port 6346. http://portforward.com/routers.htm (bottom left column on page.) 3. Within LW: Manual port forward instructions & sample image & 2 posts after that.
If your mac & pc are networked, then you can only port forward one port per computer. You'd need to port forward a different port for the 2nd computer "if & only if" you wanted to use LW on both.
Also keep in mind, some users such as Shareaza (RAZA) are reknown for only offering small speeds. Control-click the top of the search results column bar or/& the downld window column bar & choose show Vendor/version & this will show which gnutella program you're downlding from.
