30 KB (kiloBYTES) is not far off your maximum of 351 kbps

351 kbps (kiloBITS) is 43.9 KB/s (kiloBYTES)

bits/8=bytes

kb =kilobits
KB=kilobytes

Quite easy to be confused by these numbers, but the bottom line is that your uploads are doing fairly well for your connection speed.
