I am on dial-up and im having some issues,i try to download a song/music video and it gets to about 8% and other people start uploading that file from me even tho its not done which slows down my download speed to like 0.5kb/s(5kb/s is normal)

I set the options not to share any files with anybody and it still does it and it takes like 6 hours to download a song now from a previous 30mins.Could someone please tell me how to not let anybody share ANYTHING from me.
