There are many ways; here is one:
I have WavePad loaded. I can open any sound file, click Control > Play Fast Speed, send the sound to another computer (or run another program like WavePad and let it record), record it and repeat until the speed is as high as I want. (I haven't done it, and can't just now.) It evidently works by taking out bits (compression) because the frequency doesn't rise (Donald Duck). Gotta go, but maybe this will help you get started. WordPad must be free.
