It sounds to me like you lot should get together & 1. report the ISP to the particular regulatory body. 2. Put your cased to your ISP. 3. Consider court action against your ISP for breach of contract, false marketing, lying when inquiring, etc.
It was "last year" I saw the link to another USA isp being fined by the reg body so I'm not at this point sure who to contact. I can research it if you wish but you can prolly do that too.
I can assure you, you're more powerful as a combined group than individuals. Gov bodies will also take you more seriously!
Try to find others with same ISP & problems.
