Boot up your PC in "Safe Mode" then use Spyware Doctor to find and delete this piece of rubbish.

The reason Spyware Doctor can't delete it because it is being used, in Safe Mode your PC will only be using the minimum of apps so Spyware Doctor should be able to get at it.
