Can I ask you a little favour to please not write in capital letters as it is hard to read and is taken to mean you are shouting
A speed test of your ACTUAL uploading speed would be a good first step There are many sites, and this is one:-
http://www.dslreports.com/stest . a number of tests from different sites and at different times of day produce a more accurate picture.
With a speed of 2967 kb/s (kilobits/second) you should in theory be able to upload at a rate of about 370 KB/s (kilobytes / second) or say 20 simultaneous uploads at 18.5 KB/second. although your upload speed would normally be quite a bit less than your download speed.
In practice, it is very unlikely you will achieve this, as for onething, many users will have a download ability MUCH sower than yours.
