Did you configure your firewall so it allows LW full access (advisable not to have 2 active firewalls b/c they can interfere with each other);

For the firewall options in LW, you should have it set to manual port forward & both the connection & listening port should be the same as the port you forwarded the modem; in this case port 6346. And don't forget to press the Apply button after such changes. Here's a sample image:

When you did the port forwarding did you do "both" UDP & TCP? It's actually better to do a separate port forward for each rather than both together. They both UDP & TCP must be a part of the port forwarding process whether you do them together or separately.
And yes, the Static ip is the most important step of the port forwarding process & you must do it as the very 1st step. Otherwise the next time you connect, it won't work (your ip address will have changed.)
Some modems/routers have a save & reboot option. Did you ensure you saved your settings? Did you reboot the modem? Which brand & model number of modem/router do you have?
Oh I just realised your link (which doesn't work) is pointing to Linksys. Most Linksys devices use UPnP. All you needed to do in the 1st place is enable it.
Linksys UPnP setting (click on link) But whether yours supports UPnP depends on model & firmware version of your Linksys device!!! But manual port forward will work fine anyway if you do it properly.
