I've never been a UP, my bandwidth is not large enough. It sounds to me as though there are enough UP's already in your area to cope with demand. However, should there come a time more UP's are required, then you'll become one. I'm not sure how long after opening LW you can become a UP. Someone else may be able to answer that. From what I've heard, the time it takes can vary.
