I find this thread very confusing. lol Most of the folders you see in the LW Library window are shared folders. Your downld folder is by default called Shared & is by default being shared (this can be changed.) The Saved Files folder is a simple reference to your most recently downlded files. You can also share these by allowing the options under LW's menu bar, Tools>Options>Saving.
Your incompletes can be shared also if you allow partial file sharing option. By using swarming it can help people downlding faster by sharing partially downlded files with that option. But don't physically add the incomplete folder as a shared folder! This will not be good for anybody.
