Wow things are tough there if they block ports for simple dial up connection aka modem connection. Are you sure you haven't checked all options:

BTW what did you mean by ignorant. I had an afghanistan friend who died there 20 yrs ago, run over by a tank the afghan's had captured from the russians. He was a photographer/cameraman. Well .. he spoke french, & some english. I saw the video of his last moments ... a mishap & misjudgement of the tank's speed!
