Upgraded to 4.10.5 same problem or worse. Set at 19 and it holds at 35+. When it hits 45 it knocks all my downloads offline. No matter what I change the limit to, it just seems to ignore it. Closing the app does not seem to make any difference. The setting is still showing set correct when I restart it just does not seem to do anything. I have uninstalled, redownloaded and reinstalled with no effect.

Any help? Please
