I have a suspicion the program has changed its name from mp3split to mp3splt as there's another program of the same name. For the 1st (which is open source), I found this

I believe the one you have is the 1st one.
* There are some cd burner programs such as Nero & Roxio which have similar programs packaged with their burner program. ie: they're also splitters, they detect silence between tracks. You can adjust the sensitivity. But a program that majors in doing it is probably going to be better rather than an extra utility included in a package.
On the mac I think Roxio Toast's Audio Extractor also has this ability. It's been so long since I used it.
At worst you could also use an audio editor to separate them, but that'd mean reconverting to mp3 in the end.
http://audacity.sourceforge.net/windows.php can open mp3 & ogg & wav files & save into those formats, edit, apply effects, etc. And it's free open source program.
