Perhaps my ignorance could be of use to others.
On the File tab "Connect" was greyed out & "Disconnect" was dark & therefore available. I therefore took it that I was properly connected.
The GREEN signal bar was although, RED.
So to Norton, ---- Personal Firewall > Configure > Programs > Toggle to Limewire & to Limeware Swarmed Installer & change from "Blocked" to "Permit All" > OK.
So it was the Firewall that was stopping the program working even though the File Tab gave the indication that I was connected
Now works.
