From an observation point, generally these issues are caused by the ISP using a special program to filter p2p programs. So if it really is going to stop, they need to disable this program. Here's a few examples of typical programs they use to counter p2p use: 1.

This issue has been going on now since Nov/Dec, so it seems to me they're just playing you all around for time. Just my thoughts. But see if they do decide to do anything practical.
