I've only ever got a turbocharged connection. Never heard of supercharged... sounds like something offered by a scam site! You might want to read this, about official sites etc

Your download speed will depend on different things - your speed, host's speed, how many hosts you're downloading from and so on. 30kb/s is not very fast
