Tools > options > advanced, double click on 'advanced' & it will show you more options
That's where you'll find firewall config & your listening port.
'Within LW' means going into LW to do something, rather than say, opening your shared folder which you can do by other means with LW closed.
Even if there's a firewall blocking LW, you should still be able to open it. In fact, if it wasn't open then you wouldn't see the error message
Having LW open just means being able to navigate within it to tools, library etc. It has nothing to do with whether you're able to connect, download etc.
