That doesn't sound good at all!!! It could well be an isp secretly shaping p2p bandwidth use. Do a speed test whilst LW is closed & post your results.

*** Who is your ISP (Internet Service Provider)?

(BTW some of these tests quote speeds in kbps & not KB/s. So divide the figure by 8 to get KB/s)
