I'm no expert, but pure common sense tells me that that can't be the case. For most people limewire is running smoothly and they are able to download at speeds greater than their uploads. If there was only 1 in 10 that was sharing those speeds wouldn't be possible. That would have to mean that the people sharing all had uploadspeeds far greater then their downloadspeeds like 10 times faster.
Interesting graph though. I must say I have no idea what unique hosts are. Can the allowing incoming hosts maybe be Ultrapeers and other host that have portforwarding and all others using UPnP maybe. I read somewhere that it's estimated that 13 - 15 % of all filesharers are freeloaders. Don't ask me where cause I read a lot
