Yes, I've come across quite a few Charter users with the same problem. I had a suspicion but thanks to Only A Hobo's homework, that puts it into more context. Don't think they won't shape your p2p bandwidth if they have it in their conditions. If they're running short of bandwidth then the isp will do what's necessary. This is becoming common in many continents where the isps have more customers than they can handle bandwidth wise. At least they can handle them if they "only" use the service for browsing, but not for games or p2p, etc. It's common to hear on games forums of people being shaped so they can't get the speed they're paying for. The same applies to p2p.
