Open the Task Manager and click on applications and see if java is running if it is, highlight it and click on end task. You can get to the Task manager by pressing and holding down Ctrl+Alt then pressing Delete on your keyboard.

Once you have made sure java isn't running you should be able to delete it. If you can't you should still be able to install java. But you will need to use the offline installer. Jot to the Java button at the bottom of this reply and click on it. Choose the offline installer and save it to your desktop, after you have saved it click on the installer and install java. After you install it go back and verify the install.
