Ultrapeering doesn't necessary mean that afaik. Yes he/she connects to heaps more, but that's also bandwidth used to help those others to connect & to help filter their incoming.

Whilst Ultrapeering, sharing is less important. But whilst up'ing there might also be some other advantages.
