My guess is it is being monitored ... probably what is being uploaded & downloaded will be on their record / system. So ... options ... try changing your connection or listening port; go to LW's menu bar, Tools>Options>Advanced>Firewalls & change from port 6346 to one between 49152 - 65535. You may need to restart LW for it to work.
If you can't search ... that's a typical symptom of filtering by the isp or college!
