. In trying to trouble shoot, you start with the most obvious things first and go from there.
Are you still able to download and upload ok? Do this simple test for us. Using your browser go here:
http://www3.limewire.com:6346/ The page should say 'Your test worked!'. What happens when you go there?
If you haven't already, try setting your D-Link DI-624 router to UPnP.
Here's a thread that suggests that your isp may be throttling P2P apps:

Go to LW's menu bar, Tools>Options>Advanced>Firewalls & see the option at the top for listening port. Press apply after making the change. Then go to menu bar, File >Disconnect, wait a minute, then Go back & select Connect. See if that helps.
When all else fails, try deleting your limewire pref folder while limewire is closed. Points #2 & 3 in this thread:

I hope this helps a little. I'm leaning toward it being your isp, but I don't know.
