On regular search the semantic depends on the client receiving your search terms. Generally it is ANDed and without regular expressions.

On passive search the search terms are always ANDed and are separated by space. No regular expressions are used.

This is mostly due to performance reasons. Since many hundreds of searches are passing through your client every minute.
