There are people who say that uploads in progress facilitate your own downloads but I don't know how much effect this actually has.

I guess the main reason for wanting to let others upload is that p2p is file sharing. Sharing meaning that while you take files from people, others take files from you.
Most people like to share, as it's giving something in return for what you've taken. In the end though, it's your call.
