Guys, your confusing her.
MsPinkFreud, see your modem talks to the computer via using numbers, your computer has a specific number and so does your modem, if these numbers aren't similiar the modem can't talk to the computer, it's like telephone if you dial the wrong number, you normally get someone saying this is a wrong number, with the modem it tries to locate to communicate, if these numbers are similiar they can talk to each other. Both new DSL USB and Ethernet modems do this, dial up however are just simple type in ISP Dial Up number. add username and password, click and connect.

Now what they mean by Static IP is that your modem and computer both have a similiar static IP address. Dynamic IP addresses are normally given to you once you have connected to the internet via accessing router page, and of course it will say connected in green.

Now if you don't know the Static IP Address
1. Click on "Start"
2. Click on "Control Panel"
3. Click on "Network Connections"
4. In LAN, you should see an icon which might say connected, I want you to right click on it
5. Click on "Properties"
6. Scroll down the list to "TCP/IP" and highlight it
7. Click on "Properties"
8. It should be "Use the following IP Address"
with a set of numbers I want you to write down all the numbers.
9. Click "Ok"
10. Close Network Connections
11. Close Control Panel
12. Click on "Run"
13. Type in "Command"
14. Type beside C:> Ping xxx.xxx.xxx.xxx (use default gateway number)
it should come up with 4 responses

It will either be:
Request Timed Out
Reply
Couldn't Find Host
