I suspect that means you were downloading from a maximum of 8 hosts, however some of those changed oever the period of downlding. This can particularly happen I guess with those who share partial downloads so they are helping you downld your file.

AFAIK & I might be wrong but locations refers to particular users. Since an upload/downld attempt might be made more than once.
