No ... the admin can create a shortcut of LW & send it to the other account's programs folder or desktop or startup menu etc. To setup a new account, you need to go to your control panel, I'm a bit rusty about this. But it's one of the management control panels which is at least one way of doing it. I'll see if I can get further input about this.
