Your request has already been considered in a slightly different form, but there are logistical problems in implementing anything like that.
If only every one could be forced to read the forum rules and Stickies and the user guide etc before posting. But I suppose that would be as useful as getting installers of software to actually READ the end user agreement. The idea of sitting an exam in order to post atall has appeal...
