Another free one is Audacity http://audacity.sourceforge.net/windows.php which is also an editor. So you can normalise, clean up the sound, etc. It also allows you to convert from wav to mp3, etc.

If you have a cd burner program like Roxio, then it will also convert mp3/m4a to wav.
