When the magnet test doesn't go well, then it doesn't look too good. I couldn't find too much on your isp. These are some links I found Q: How do you protect us from the dark side of the Internet?:

The problem might not necessarily be your ISP. You didn't tell us how your speed tests went versus the magnet link test.
