@ Lacey. Try to call them back and ask if they could be a little less extreme with the curbing. Be nice when talking to them, yelling will get you on 0 KB/s
They chance of them allowing full access is very very slim, but they could let you have a bit more speed if you promise to not download 24/7. Always worth a shot.
