Could be that one of your security programs prevents LW from opening.
Another thing I could think of would be a compatibility issue.
So, check first your security programs to see whether LW is permitted. If that's the case, right click the LW icon on your desktop, go Properties>Compatibility and change the mode to Winows NT or Windows 2000.
