Pipex are known to throttle p2p, this is probably effecting your ability to connect If the port 6346 test doesn't work, means that something's blocking LW's default port - probably Pipex. Have a look at these links

You could try changing ports (try port 64049). Within LW tools > options > advanced > firewall config. Here you'll see LW's listening port & can change it, just click Apply to save the change. Any ports allowed thru a firewall or forwarded thru a modem/router must be the same number as listening port.

If Pipex are blocking p2p ports, there's not much that will help...you could try the suggestions below but there's no guarantee it will change anything

Your router has a firewall. If it supports UPnP, enable it within the modem & then choose the UPnP option within that LW firewall config page.
If using UPnP doesn't help, you could port forward. Look for your router in the list at the site below & then follow their instructions. Don't forget setting up a static IP if it's included in the instructions.
